The Centre has temporarily restricted access to Telegram in India until June 22 and directed the messaging platform to disable its message editing feature until June 30, ahead of the NEET-UG 2026 re-examination scheduled for June 21.

The move follows recommendations from the National Testing Agency (NTA) and the Department of Higher Education, which raised concerns about the alleged misuse of Telegram by cheating rackets claiming to offer access to examination papers.

According to the NTA, the restrictions are designed to safeguard candidates, prevent misinformation, and maintain the integrity of one of India’s most important entrance examinations.

“NTA welcomes the directions issued today in respect of the Telegram platform in India. The directions are calibrated and bounded in time,” the agency said in an official statement.

What Triggered The Action Against Telegram?

For weeks, authorities have been monitoring Telegram channels, groups, and bots allegedly involved in promoting fake paper leak claims and exam-related scams.

The NTA said several groups openly operated under names such as “PAPER LEAKED NEET”, “Re-NEET 2026” and similar variants, demanding money from students and parents while falsely claiming to provide access to the examination paper.

According to the agency, the Indian Cyber Crime Coordination Centre (I4C), working alongside state police departments and the Ministry of Electronics and Information Technology (MeitY), had already undertaken multiple takedown operations against such channels.

However, officials found that new groups continued to emerge even after existing channels were removed.

This prompted authorities to pursue platform level intervention ahead of the examination.

One of the primary concerns raised by the NTA relates to Telegram’s ability to edit messages while preserving the original timestamp.

Officials argue that this functionality has been exploited in several examination-related misinformation campaigns.

According to the agency, administrators can edit older messages and replace attachments after an examination has concluded. These modified messages can then be circulated as alleged evidence that a question paper was available before the test took place.

The NTA claims this has been used to create fake “paper leak” narratives after examinations are conducted.

By temporarily disabling message editing, authorities hope to eliminate a key tool allegedly used to fabricate such claims.

How Did Authorities Describe The Editing Risk?

The NTA said that Telegram’s editing functionality created opportunities for post examination manipulation.

According to the agency, administrators could modify previously harmless messages by inserting actual examination papers after the test had concluded, creating misleading screenshots that appeared to show advance access to question papers.

Officials believe disabling the feature during the examination period will help prevent the creation of false evidence and reduce confusion among students and parents.

Why Did Authorities Call The Restriction A “Last Resort”?

The NTA emphasized that platform-wide restrictions were introduced only after other enforcement measures proved insufficient.

According to the agency, authorities initially relied on channel-specific takedowns coordinated through I4C and state law enforcement agencies.

However, the rapid emergence of replacement groups made enforcement increasingly difficult.

“The directions are a measure of last resort,” the NTA stated, adding that intermediate remedies had failed to deliver the necessary platform level response required to protect candidates ahead of the examination.

The agency maintained that the restrictions are temporary, targeted and designed to impose the minimum disruption necessary during the examination period.

Authorities cited multiple investigations into examination-related fraud activities conducted through Telegram.

Among the cases highlighted was enforcement action by the Ahmedabad City Cyber Crime Branch, which reportedly arrested individuals connected to alleged exam fraud networks operating through Telegram channels.

State police agencies, including Bihar Police, have also issued advisories warning students against falling prey to fraudulent claims involving examination papers and answer keys.

Officials reiterated that no examination paper exists outside the secured examination process and urged candidates not to engage with individuals promising access to confidential materials.

The NTA has confirmed that the NEET-UG 2026 re-examination will proceed as scheduled on June 21.

Students have been advised to rely exclusively on official NTA communication channels for examination-related information and updates.

The agency has also urged candidates and parents to remain vigilant against online scams and avoid engaging with social media groups or messaging channels claiming to offer leaked papers.

Will The Move Restore Confidence In NEET?

The Telegram restriction reflects the government’s determination to prevent fraud and misinformation during the re-examination process.

However, it also highlights the growing challenge authorities face in safeguarding high-stakes examinations in an increasingly digital environment.
