The Central Government has appointed senior Indian Police Service (IPS) officer Mahesh Dixit as the next Director of the Intelligence Bureau (IB), India’s premier domestic intelligence agency. The Appointments Committee of the Cabinet (ACC), chaired by Prime Minister Narendra Modi, approved his appointment for a two-year term, making him the successor to the outgoing IB Director, Tapan Kumar Deka, whose extended tenure concludes on June 30.

Currently serving as the Special Director of the Intelligence Bureau, Dixit brings more than three decades of policing and intelligence experience to one of the country’s most critical national security positions. His appointment comes at a time when India continues to strengthen its intelligence capabilities to address evolving internal security challenges, terrorism, cyber threats, and border-related concerns.

Who Is Mahesh Dixit?

Mahesh Dixit is a 1993-batch IPS officer of the Andhra Pradesh cadre. Over the course of his distinguished career, he has served in several sensitive intelligence and security assignments, earning recognition for his operational expertise and leadership in some of India’s most challenging regions.

One of the most significant phases of his career came when he headed the Subsidiary Intelligence Bureau (SIB) in Jammu and Kashmir. During this period, he played a crucial role in intelligence gathering, counter terrorism operations, and maintaining internal security in the Union Territory.

His tenure coincided with one of the most sensitive periods in Jammu and Kashmir’s recent history, particularly following the abrogation of Article 370 in 2019. Intelligence coordination and security management during this phase were considered vital to ensuring stability and preventing militant activities.

What Makes Mahesh Dixit’s Background Unique?

Apart from his long experience in policing and intelligence, Mahesh Dixit has an unusual academic background. Before joining the Indian Police Service, he qualified as a medical doctor, making him one of the few senior intelligence officers with formal medical training.

His transition from medicine to public service reflects a diverse professional journey that combines analytical thinking with extensive field experience. Over the years, he has handled multiple complex assignments involving intelligence operations, internal security, and law enforcement.

Officials familiar with his career describe him as an officer with deep operational knowledge and strong expertise in handling high-risk security situations.

What Experience Does He Bring to India’s Intelligence Agency?

Throughout his career, Dixit has worked across several strategically important regions of India. Besides Jammu and Kashmir, he has handled assignments related to the Northeast, Ladakh, and anti-Naxal operations, providing him with broad exposure to different security challenges facing the country.

His experience spans counter-insurgency operations, intelligence gathering, regional security coordination, and counter-terrorism strategies. These assignments have equipped him with a comprehensive understanding of India’s internal security landscape.

As intelligence agencies increasingly deal with hybrid threats involving cybercrime, terrorism, organized crime, and cross-border activities, Dixit’s operational background is expected to play an important role in strengthening the Intelligence Bureau’s capabilities.

What Has the Government Announced?

According to the official order issued by the Ministry of Personnel, Mahesh Dixit has been appointed as the Director of the Intelligence Bureau for a period of two years from the date he assumes office or until further orders, whichever is earlier.

To facilitate his appointment, the government has granted him an extension in service under the provisions of Fundamental Rule (FR) 56(d) and Rule 16(1A) of the All India Services (Death-cum-Retirement Benefits) Rules, 1958.

These provisions allow senior officers to continue in service beyond their scheduled retirement in exceptional cases where their experience is considered essential for national interest.

What Legacy Does Outgoing IB Chief Tapan Kumar Deka Leave Behind?

Mahesh Dixit succeeds Tapan Kumar Deka, who has led the Intelligence Bureau since July 2022. During his tenure, the agency intensified its focus on counter-terrorism, intelligence coordination among security agencies, and monitoring emerging national security threats.

Under Deka’s leadership, the Intelligence Bureau also strengthened surveillance mechanisms against organized crime, extremist activities, cyber enabled threats, and cross-border security challenges. His tenure witnessed enhanced coordination between central and state intelligence agencies, contributing to India’s broader internal security framework.

With Mahesh Dixit taking over the leadership, the Intelligence Bureau is expected to continue prioritizing intelligence modernization, counter terrorism preparedness, technological surveillance, and proactive threat assessment. Given his extensive operational experience across multiple high risk regions, his appointment is expected to reinforce the agency’s role in safeguarding India’s internal security amid an increasingly complex geopolitical and security environment.
